Associate Director and Senior Researcher
Fiona Hollands is the Associate Director and a Senior Researcher at the Center for Benefit-Cost Studies of Education at Teachers College, Columbia University. At the center, Fiona has been working on research projects applying the methods of cost-effectiveness analysis to educational programs with the aim of demonstrating how policymakers and education decision-makers can optimize the use of resources in education to improve student outcomes. Recent studies address high school completion, early literacy, educational technology, and online learning, including MOOCs and other alternative credentials.
Fiona is part of a CBCSE team that developed an online tool, CostOut, to facilitate cost and cost-effectiveness analyses by other researchers and education decision-makers. The team’s next objective is to develop a tool that facilitates the implementation of an evidence-based framework for educational decision-making based on cost-utility analysis and multi-criteria decision-making methods. The goal is to promote the involvement of multiple stakeholders and multiple forms of evidence to yield decisions about educational programs, strategies and tools that can be implemented with fidelity.
Previously, Fiona worked in the international financial securities industry in London, Paris, and New York. She earned a B.A. Honours Degree in Pure and Applied Biology from Oxford University, England, an M.A. degree in Sociology and Education, and a Ph.D. in Politics and Education, both from Teachers College, Columbia University. Fiona is a citizen of the United States, the United Kingdom, and Brazil.
